That could make for an interesting court debate: Author uploads the font on January 1, as 100% Free, and makes the font Free for personal use on February 1. Sometimes someone here will upload a 100% free font, and then change the terms, if the font is popular. If It's free, except when someone wants it for commercial use, then it's free for personal use. Many authors make their fonts 100% free, to avoid inquiries like this. If the license terms are clear, there's no need to ask if free means free.
